In contact with a ship at sea, Joseph R. Lawler taps out a message from radio station WMH on a municipal pier in Baltimore, Oct. 22,1956 . Lawler is one of six operators who man the station 24 hours a day, receiving and sending messages to and from merchantmen and their shipping companies. It is the United States' only municipally owned marine radio station. The city of Baltimore supplies the station's space and operators.
