TIPNIS stands for Territorio Indígena del Parque Nacional Isiboro Sécure (Indigenous Territory of the Isiboro Sécure National Park). It was declared a National Park in 1965 and recognized as an Indigenous Territory in 1990. Stage II of a planned highway between Villa Tunari and San Ignacio de Moxos linking the cities of Cochabamba and Trinidad would have passed through the Territory. This project was put on hold and Law 180 created in 2011 after mass protests (which included a 2 month march from the region to La Paz) by TIPNIS inhabitants and many others against controversial government plans to build a road through the region without consultation The government claims the law needs to be annulled to allow them to bring development and improve living conditions for the people in the region. Many TIPNIS inhabitants and environmentalists fear annulling the law will mean the controversial road project (which was put on hold in 2011) will again be given the go ahead, leading to invasion and colonisation of the Territory by outsiders to exploit the natural resources (especially timber) and grow coca. The Territory is located near the Chapare (a major coca / cocaine producing region) and southern parts of the Park have already been colonised since its creation by outsiders including coca growers. Several oil and gas drilling concessions are also located in the Territory. Indigenous people also claim that the new road is unlikely to bring them any benefits as its planned route doesn't pass near their villages.
